Updated 7 September 2012 – home oxygen assessment and review (HOS-AR) costing tool has been updated following identification of a minor error within one of the worksheets and macro functionality.
The chronic obstructive pulmonary disease (COPD) commissioning toolkit is published for NHS commissioners and chief executives. It aims to make it easier to commission better outcomes for people with COPD by bringing together the clinical, financial and commercial aspects of commissioning in one place.
The toolkit does much of the hard work in the commissioning process including:
- the development of best practice service specifications and costing tools
- enabling a commissioner to spend more time having informed discussions with providers about service delivery
- focusing on matters that will make the most difference to patients, rather than process or bureaucracy
Alongside the main COPD commissioning toolkit document, which sets out the case for change, are service specifications for:
- spirometry and assessment (Word 518Kb)
- managing exacerbations (Word 263Kb)
- pulmonary rehabilitation (Word 219Kb)
- home oxygen assessment and review (Word 221Kb).

The COPD commissioning toolkit is issued as part of the suite of tools and resources to help to implement the Outcomes Strategy for COPD and Asthma and NHS Companion Document. The commissioning toolkit is not mandatory but is designed to help implement and reflect existing guidelines and meet the needs of local people and communities.
